‘ShramevJayate’ should trigger Labour Reforms in India
Indian Prime Minister recently unveiled slew of labor welfare measures and schemes under the banner of Pandit Deendayal Upadhyay Shramev Jayate Karyakram that was held at Vigyan Bhawan, New Delhi.
PM has turned the focus on the huge labor force in the country and has spelt out specific and concrete plans for unleashing some real results in their favor while simultaneously ensuring overall success for the nation.
ShramevJayate is an umbrella program that includes multi oriented labor welfare and facilitation schemes ranging from Employees Provident Fund (EPF) portability to extended health insurance benefits. The term is synonymous with the more popular ‘SatyamevJayate’ and calls for the triumph of labor force of the country so as to achieve the development targets.
Some of the prime schemes under ShramevJayate are –
UAN or Unified Account Number
This is one of the defining interventions and aims to allot a UAN to every EPFO (Employees Provident Fund Organization) beneficiary thus generating an automated ‘portability’ for him during his job switches. In the current scenario, EPF corpus to the tune of Rs. 27000 crores is lying unsettled, while the poor potential beneficiary has to wait for his due. The portability will remove file work hassles and make the money reach the worker swiftly.
Real time country wide monitoring of the updated PF account by the beneficiary could also be availed.
ShramSuvidha Portal
A smart ICT intervention, it allows for the ease of labor laws’ compliance on the part of the employers. Compliance for 16 labor laws has been unified through one online form on this site. This unified labor portal is also a thorough attempt to rationalize the existing ‘labor inspection system’ in the country and rendering it full transparency. A server based selection will be done for the inspection of labor units in the field thus replacing the existing ‘inspector raj’ and associated corruption. Some 1800 Labor Inspectors and more than 6.5 lakh labor intensive establishments will be informed about the portal through SMS.
National Brand Ambassadors for Vocational Training
Dedicating this initiative for the cause of development of skilled manpower in the country, PM Modi called for making India the global supplier of skilled workforces. He said that ‘National Brand Ambassadors for Vocational Training’ is an initiative to instill confidence in the ITI trainees and synergize their skill with emergent national development targets. He gave the call for ‘Skilled India’.
He also released a booklet on the initiative and honored select ‘National Brand Ambassadors’ on the occasion. An ‘All India Skills Competition’ was also announced as a morale booster attempt.
Apprentice ProtsahanYojana
It is a vocational training incentive program with dedication for MSMEs (Micro, Small and Medium Enterprises). The Labor Ministry will provide support for 50% of the training tasks in the MSMEs.
A revamped RSBY
RSBY or ‘RastriyaSwasthyaBimaYojana’ has been revamped for the workforce in the unorganized sector to allow for extended and easy health insurance cover to them.
The ‘ShramevJayate’ initiative has been launched as a comprehensive program to empower the labor force in the country so that it can contribute more effectively towards nation building. The Prime Minister also gave a call for making ‘make in India’ tag a real success!
