MICA Ahmedabad’s Centre for Development Management and Communication (CDMC) recently concluded a five-day training programme on ‘Effective Communication and Media Management’ for newly inducted officials of the Department of Information and Public Relations, Government of Bihar.
The five-day capacity training programme, in collaboration with the Bihar Institute of Public Administration and Rural Development (BIPARD) and MICA’s CDMC, had 27 newly inducted officials undergo on-campus training. These 27 officers are part of BIPARDs 2nd foundation course.

Speaking about the collaboration, Prof. Manisha Pathak Shelat and Prof. Ruchi Tewari, Co Chairs of CDMC, said, “As CDMC co-chairs, we are delighted to be the centre of choice for several state governments across the country, including Odisha, Kerala, Punjab, Uttar Pradesh, Arunachal Pradesh and our home state, Gujarat. With every capacity-building session designed and delivered by CDMC, the centre gathers more muscle and confidence, which translates into reaching out to foster newer and deeper partnerships with existing partners.”
The five-day program comprised sessions titled Importance of Communication and Critical Thinking, Audience Centricity and Media Management, Convert Information to Communication, and Information Management through Social Media and Traditional Channels. The participants also visited and interacted with the information department officials of the Gujarat government.
Sharing her experience, Ms. Noopur Jha, Assistant Director - Public Relations, General Administration Department, Government of Bihar, said, “Media is so dynamic that strategies need to evolve as we go. It is pertinent to know what is new, what is old, what is true, what is fake, what will get attention and what will create recall. MICA is a place where we learned how theory is used in real communication scenarios. The training allowed us a creative space to explore several nuances of new media, traditional media and communication in general. It is so important to stay relevant in the business of public relations.”
Another participant, Mr. Vineet Kumar Sinha, Assistant Director cum District Public Relations Officer, Home Department, Government of Bihar, shared, “At present times, we cannot deny the significance of Branding and New Media. The five-day training programme, organised by MICA helped in learning branding techniques, media management, and the finer aspects of new media usages.”
