There are multiple factors on which cutoff for CAT 2023 exam depends. It is a statistical measure of distribution and is mostly dependent on the number of candidates who appear for the test.
The CAT percentile is calculated as follows:

1. Total number of candidates appearing for CAT 2023
2. The number of seats available in each participating institute (IIM and non IIM)
3. The difficulty level of the CAT 2023 exam
4. The overall caliber of the test takers appearing for the exam
5. The normalized scores in order to ensure uniformity in the overall performance of all candidates
